Program Overview
The Benazir Income Support Programme (BISP), Government of Pakistan, seeks a Financial Information Systems Engineer (FISE) as part of the World Bank-funded 'Crisis Resilient Social Protection (CRISP) Program', engaging Individual Consultant Services.Role and Responsibilities
The FISE will be responsible for the design, development, implementation, and management of financial information systems, ERP systems, or public sector accounting software within BISP. This includes handling budgeting, expenditure management, bookkeeping, financial reporting, procurement, inventory, fixed asset, and HR/payroll modules.Qualifications and Experience
Qualification: Bachelor’s (16 year)/Master’s degree in Computer Science/ Information Technology, Software Engineering, Financial Information Systems or a related field. Certifications in one or more of the following will be preferred: a) Certified Information Systems Auditor (CISA), b) Professional certifications in IPSAS or IAS, c) Microsoft Certified: Azure Developer/Data Engineer or .NET Developer.Experience: Minimum 5 years of hands-on experience in designing, developing, and implementing financial information systems, ERP systems, or public sector accounting software. Project management certification (PMP, PRINCE2, or Agile) is highly desirable. Proven experience in end-to-end system implementation (at least 3 full cycles of end to end successful implementation of software's within timelines) including budgeting and expenditure management systems, bookkeeping, financial reporting, procurement, inventory management, fixed asset management, and HR/payroll systems. Proficiency in Microsoft .NET technologies, database management (SQL Server/Oracle), and system integration (APIs, middleware) is required.

A consultant shall be selected in accordance with the method contained in Section VII, paragraphs 7.36 and 7.37 of the “World Bank’s Procurement Regulations for IPF Borrowers”, July 2016 [Revised November 2017 and August 2018].

Remuneration would be negotiable commensurating to qualification and experience of the candidate.
