Job Overview

The Office of the Controller General of Accounts (CGA) is inviting proposals for a Lead Consultant SAP (HR) position within its FABS Competency Centres. This role is crucial for providing expert consultancy services in SAP Human Resources, vital for optimizing HR processes, implementing new functionalities, and ensuring the smooth operation of HR-related SAP modules. The successful candidate will be expected to offer strategic guidance, hands-on expertise in HR system configuration and management, and leadership in projects related to human capital management. This is a contract-based engagement, with terms available for 1, 2, or 3 years, offering a significant opportunity to enhance human resource efficiency within the public sector.

Key Responsibilities & Qualifications

As a Lead Consultant SAP (HR), you will be responsible for providing leadership and advanced technical expertise in SAP Human Resources. This includes system configuration, troubleshooting, module integration (e.g., Personnel Administration, Organizational Management, Payroll, Time Management), and user support, ensuring HR processes align with organizational goals and regulatory requirements. Candidates for this Lead Consultant SAP (HR) job in Islamabad should possess a Master's degree in Human Resources, Business Administration, or a related Information Technology discipline. A minimum of 5 years of demonstrable experience in SAP HR implementations and support, ideally in a lead capacity, is essential. The application process will strictly adhere to an Open Competitive Bidding, Single-Stage, Two-Envelope procedure, in full compliance with the PPRA Consultancy Services Regulations 2020 and the E-Pak (E-Procurement Rules, 2023). Detailed solicitation documents are readily available for download from both the EPADS Portal of PPRA and the FABS, CGA websites. Proposals, comprising both Technical and Financial components, must be submitted exclusively via the EPADS portal on or before June 12, 2025, by 11:00 A.M. While active EPADS registration is strongly preferred for bid submission, potential eligible consultants are encouraged to submit sealed proposals along with a Bid Securing Declaration Form in hard copy. These hard copy proposals will be accepted for evaluation by the Consultant Selection Committee, ensuring a fair, transparent, and equal opportunity procurement process for all bidders. Technical proposals will be publicly opened on the same day, June 12, 2025, at 11:30 A.M., in the presence of bidders/consultants at the Committee Room of the AGPR, AGPR Building, 2nd Floor, Sector G-8/4, Islamabad. Shortlisted candidates will be contacted for interviews or presentations, which may be conducted either in person or virtually before 04:30 PM (PST). The selection will be based on market-based, competitive lump-sum compensation packages, utilizing the Quality and Cost-Based Selection (QCBS) method. It is imperative to note that any conditional, non-responsive, or late proposals will be summarily rejected without further consideration.
