Project Background
The Government of Khyber Pakhtunkhwa has received Credit from the International Development Association (IDA) of the World Bank Group for the Khyber Pakhtunkhwa Integrated Tourism Development Project (KITE). The government intends to apply part of the proceeds toward payments under the contract for Hiring Consulting Services of a Social Development Specialist through this Request for Expression of Interest (REOI).Consultant Qualifications and Experience
The ideal candidate for the Social Development Specialist role must possess the following qualifications and experience:- A Master's degree in social sciences, development studies, Anthropology, Sociology, Environmental Sciences, Gender/Women's Studies, or a closely related field.
- A minimum of five (5) years of hands-on experience in social safeguards, community engagement, strategic planning, project implementation, and complaints resolution/grievance redress management.
- Experience with donor-funded projects and prior implementation of donor's Safeguards policies, particularly those involving World Bank-financed operations, will be a significant advantage.
- In-depth knowledge of the practices and cultures of communities that will be affected by the project.
- Language Skills: Fluency in both written and oral English and Urdu is essential.
- Ability to work independently, manage multiple tasks effectively, and a willingness to travel extensively to various project sites.

Expression of Interest (EOI) Submission Guidelines
The Khyber Pakhtunkhwa Integrated Tourism Development Project invites qualified individual consultants to express their interest in providing the aforementioned services.Interested individual consultants must provide the following documents:
- A comprehensive Letter of Expression of Interest, detailing their ability, skills, and experience to undertake the advertised assignment and deliver the inputs/outputs as required under the Terms of Reference (TOR).
- A detailed, dated, and signed Curriculum Vitae (CV) highlighting qualifications, relevant experience in carrying out similar assignments, and references for potential background checks.
Consultant Selection Process
The selection of the Individual Consultant will be conducted in accordance with the World Bank Procurement Regulations (Procurement in Investment Project Financing, Works, Non-Consulting and Consulting Services, dated July 2016, Revised November 2017, and August 2018) through an Open National Competition.Interested Consultants are advised to refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's 'Procurement Regulations for IPF Borrowers,' which outline the World Bank's policy on conflict of interest. Additionally, paragraph 3.17 of the Procurement Regulations regarding specific information on conflict of interest related to this assignment should be consulted.
Consultants will be selected based on the procedures detailed in Paragraphs 7.36 & 7.37 of the 'World Bank: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services' (July 2016, revised November 2017 & August 2018).
