Job Overview

The Planning Commission of Pakistan, a premier development think tank and policy advisor to the government, invites applications for the position of Member (Energy). The Commission is dedicated to overall development, planning, and policymaking for the country, backed by excellence in research and evidence-based planning. The successful candidate will play a crucial role in leading the mission to build a strong economy and a strong Pakistan by spearheading initiatives in the energy sector.

Key Responsibilities

The Member (Energy) will be responsible for:
  • Preparation of short, medium, and long-term energy plans and policies in consultation with stakeholders.
  • Developing the country's energy demand and supply projections to ensure energy security.
  • Preparing and reviewing implementation plans for energy sector policies.
  • Guiding the government and Planning Commission on resolving key energy sector issues using evidence-based data for the sustainability of the energy sector.
  • Promoting and introducing innovation and technological interventions to modernize the energy sector, prioritizing public sector investment for addressing energy sector losses and ensuring the supply of sustainable and affordable energy.
  • Conducting technical appraisal, review, monitoring, and evaluation of energy sector projects and programmes.
  • Advising implementing agencies in prioritizing sectoral investment/projects/programmes, policies, regulations, and standards while considering alternative options, the impact of international pricing, trade, foreign investment, and supply and demand for energy.
  • Coordinating with development partners and assisting them in the preparation of Pakistan's specific country strategy.
  • Participating in CDWP and ECNEC meetings and facilitating forums in the approval process of energy sector development projects/programmes as an energy sector expert.
  • Undertaking any other assignments as assigned by the Prime Minister, Minister for Planning, DCPC, and Secretary PD&SI.

Qualifications and Experience

Candidates must meet one of the following criteria:
  • Ph.D: In Petroleum Geology, Geology (with specialization in Coal Resources/Gas Reservoir), Chemical Engineering, Energy Engineering, Mechanical Engineering, Materials Engineering, Electrical (power) Engineering, or Mining Engineering, with fourteen (14) years of professional experience, including 5-8 years of managerial/administrative experience at a policy-making level.
  • OR Masters: In Petroleum Geology, Geology (with specialization in Coal Resources/Gas Reservoir), Chemical Engineering, Energy Engineering, Mechanical Engineering, Materials Engineering, Electrical (power) Engineering, or Mining Engineering, with eighteen (18) years of professional experience, including 5-8 years of managerial experience at a policy-making level.
Additionally, candidates must have:
  • Demonstrated expertise and experience in designing, planning, and implementing energy sector reforms and management.
  • Demonstrated expertise in designing and delivering technical policies and interventions.
  • Understanding and experience of working with the digital economy and designing digital infrastructure.

Age and Tenure

The maximum age limit for applicants is 62 years as of the last date of application. The position is initially for a period of two (02) years, further extendable on an annual (yearly) basis up to a maximum of four (04) years, subject to satisfactory performance.

Pay Package

The position offers a pay package under SPPS-I Scale.
