Role Overview

The Planning Commission of Pakistan, under the Ministry of Planning, Development & Special Initiatives, is entrusted with the task of overall development, planning, and policymaking for the country. The Commission seeks to revitalize itself as a premier development think tank and policy advisor to the government, backed by excellence in research and evidence-based planning. Applications are invited for the challenging position of Member (Energy) to join the team and lead the mission to build a strong economy and a strong Pakistan.

Job Description / Terms of Reference (TORs)

The Member (Energy) will be responsible for:
  • Preparation of short, medium, and long-term plans/policies in consultation with stakeholders for the energy sector and prepare country’s energy demand and supply projections to ensure energy security.
  • Prepare implementation plan to implement and review energy sector plans/policies.
  • Guide the government and Planning Commission to resolve key issues and challenges of the energy sector on evidence and research-based data for sustainability of the energy sector.
  • Promote and introduce innovation and technological interventions to modernize the energy sector by prioritizing public sector investment for addressing energy sector losses and supply of sustainable and affordable energy.
  • Technical appraisal, review, monitor, and evaluate energy sector projects/programmes and guide and advise implementing agencies in prioritizing sectoral investment/projects/programmes, policies, regulations, and standards while considering alternative options, impact of international pricing, trade, foreign investment, supply, and demand for energy.
  • Coordinate with development partners and assist them in preparation of Pakistan’s specific country strategy.
  • Participate in CDWP and ECNEC meetings and facilitate forums in the approval process of energy sector development projects/programmes as an energy sector expert.
  • Any other assignment assigned by the Prime Minister, Minister for Planning, DGPC, and Secretary PD&SI.

Qualifications, Eligibility, and Shortlisting Criteria

Candidates must meet one of the following criteria:
  • Ph.D. in Petroleum Geology / Geology with specialization in Coal Resources / Gas Reservoir / Chemical / Energy / Mechanical / Materials / Electrical (power) / Mining Engineering, with fourteen (14) years' professional experience including 5-8 years of managerial/administrative experience at policy-making level.
  • OR
  • Masters in Petroleum Geology / Geology with specialization in Coal Resources / Gas Reservoir / Chemical / Energy / Mechanical / Materials / Electrical (power) / Mining Engineering, with eighteen (18) years' experience including 5-8 years' of managerial experience at policy-making level.
Additional requirements include:
  • Demonstrated expertise/experience in designing/planning/implementing energy sector reforms & management.
  • Demonstrated expertise in designing and delivering technical policies and interventions.
  • Understanding and experience of working with digital economy and designing digital infrastructure.

Tenure and Pay Package

Maximum Age Limit: On the last date of application, 62 years.
Tenure: Initially for a period of two (02) years, further extendable on an annual (yearly) basis up to a maximum of four (04) years subject to satisfactory performance.
Pay Package: SPPS-I Scale.
