Expression of Interest (EOI)

The Pakistan Airports Authority (PAA), a government entity, invites bids from reputable law consultants for the provision of legal services. This EOI is open to consultants who are duly registered with the Income Tax and Sales Tax Departments and are listed on the Active Taxpayer List (ATL) of the FBR. The engagement will be in compliance with the Public Procurement Rules, 2004. The scope of services includes providing legal consultancy for Aviation and Airports related matters as defined in the RFPD or as required by the Authority.

Contract Details

The engagement for the Legal Consultant will be on a contractual basis. The initial contract period will be for one (01) year. This contract is extendable with a maximum of two further extensions of one year each, subject to the mutual consent of both parties and the satisfactory performance of the legal consultant.

Bid Submission Process

The process for submitting bids is detailed and must be followed precisely. Bids must be submitted both electronically and in hard copy format.

Submission Deadline: Bids must be submitted by or before Monday, 23rd June, 2025, at 11:30 hrs.

Electronic Submission:

• Bids must be submitted electronically through the PPRA E-PADS web portal: http://eprocure.gov.pk. Bidding documents are available on the portal free of cost.
• Bidders are required to be registered on E-PADS PPRA (Federal) to access the bidding documents and submit their bid electronically.
• A scanned copy of the Bid Security Instrument (in the shape of a Pay Order) must be submitted along with the electronic bid.

Hard Copy Submission:

• Hard copies of the bid must also be sent through courier or delivered in person to the Additional Director HR (OD), HQPAA Karachi.
• The submission should be made in separate sealed envelopes for the Technical and Financial Bids, following the 'Single Stage two envelope Method'.
• The original Bid Security Instrument (Pay Order) must reach the office (in original) before the opening of the technical bid.

Important Note: All prospective bidders must immediately inform PAA before the bid opening date/time and submit proof of their Active Taxpayer List (100% compliance) and GST/NTN Certificates to the address provided below.

Bid Opening and Support

Bids will be opened on the same day as the submission deadline, Monday, 23rd June, 2025, at 12:00 hrs.
