Project and Role Overview

The School Education Department, Government of the Punjab, is implementing the 'Getting Results: Access and Delivery of Quality Education Services' (GRADES) project (Project ID: P176594) with assistance from the World Bank. This project aims to improve educational outcomes by increasing girls' and boys' participation rates from pre-primary to elementary grades and enhancing reading proficiency in primary grades of Punjab's public schools. We are seeking a dynamic and experienced individual to fill the position of Head of Operations to lead and manage the operational aspects of this crucial project.

Key Responsibilities

  • Oversee and manage the day-to-day operations of the GRADES project, ensuring efficient and effective implementation of project activities.
  • Develop and implement operational plans, policies, and procedures in alignment with project goals and World Bank guidelines.
  • Coordinate with various stakeholders, including government departments, district education authorities, schools, and other partners.
  • Monitor project progress, identify operational challenges, and propose solutions to ensure timely achievement of project deliverables.
  • Lead and manage the operations team, fostering a collaborative and high-performance work environment.
  • Ensure robust monitoring and evaluation systems are in place for tracking operational performance.
  • Facilitate team building and contribute to organizational development understanding.

Qualifications

  • At least, Master's degree or equivalent (sixteen (16) years of education) in Business Administration/ Project Management/ Engineering/ Environmental Sciences / Social Sciences / Public Administration / or any other relevant discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
  • Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage.

Experience

  • At least Twelve (12) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector national/international organizations, preferably in education.
  • A minimum of 3 years of experience working in Foreign-Aided Development Projects in a similar role.
  • Must have team building and organizational development understanding.
  • Due weightage shall be accorded to:
    • Prior knowledge of existing district systems being used across the province.
    • Comprehensive understanding of pedagogical approaches relevant to elementary schools, middle schools and field experience of public schooling systems in Punjab.
    • Familiarity with government structures, operations, and procedures.
