Chief Construction and Design Officer (CCDO)

Job Overview

Applications are invited for the position of Chief Construction and Design Officer (CCDO) for the PSDP funded project 'Jinnah Medical Complex & Research Center (JMC&RC) Company' under the Ministry of National Health Services, Regulations & Coordination (NHSR&C), Islamabad. This is a contract position based in Islamabad for an initial period of 3 years or till project completion, whichever is earlier. The role involves leading the construction and design aspects of this significant healthcare project.

Educational Qualification & Experience

Education: Minimum 16 years of education or equivalent from an HEC recognized university/institution, preferably in construction management, civil engineering, architecture, business administration, project management, or related fields.
Experience: Minimum 10 years of experience in construction management, including at least 5 years in a senior supervisory role managing major construction projects. Candidates with direct experience in the construction and design of hospitals or health facilities shall be preferred. Must have a proven track record of successfully managing third-party contractors and consultants to deliver projects on time and within budget. Experience in managing project budgets of at least Rs. 20 billion, ideally in healthcare construction, will be preferred. Candidates with knowledge of and experience in meeting regulatory standards set by the Islamabad Healthcare Regulatory Authority (IHRA) and the Joint Commission International (JCI) will be given preference.

Skills Required

Strong leadership skills with the ability to motivate and manage teams effectively.
Excellent communication and interpersonal skills, with the ability to communicate with executives, contractors, and other stakeholders.
In-depth knowledge of building codes, regulations, and preferably healthcare facility standards.
Strong problem-solving and decision-making skills.
Proficient in construction and design software, particularly Procore, MS Project, Primavera, Autodesk, and AutoCAD is desirable.
Ability to manage multiple priorities and deliver complex projects on schedule and within budget.

Certifications (Preferred)

Project Management Professional (PMP) or equivalent certification.
LEED certification or other relevant sustainability certifications (if applicable).
OSHA or other relevant safety certifications.

Age Limits

The age requirement for this position is 45 to 60 years.

Terms and Conditions

An attractive market-based salary package will be offered. Other Benefits include Annual Incentives like Performance bonuses etc. The contract appointment is for an initial period of 3 years and upon satisfactory performance and project status, shall be eligible for contract extension. The job is Based in Islamabad with flexible working conditions and frequent travel to project site, external stakeholders’ locations and meetings.
