The Office of the Controller General of Accounts (CGA) is seeking proposals for multiple ABAP Expert positions within its FABS Competency Centres. These roles are essential for the development, modification, and enhancement of SAP applications using ABAP programming language. The successful candidates will be responsible for creating robust and scalable solutions, troubleshooting existing code, and ensuring seamless integration of various SAP modules. This is a contract-based engagement, with terms available for 1, 2, or 3 years, offering a compelling opportunity to contribute to critical IT infrastructure within the public sector and improve operational efficiency.Key Responsibilities & Qualifications
As an ABAP Expert, your responsibilities will include designing, developing, testing, and deploying custom ABAP programs, reports, interfaces, conversions, enhancements, and forms (RICEF objects). You will work closely with functional teams to understand business requirements and translate them into technical specifications. Troubleshooting and debugging complex ABAP issues, optimizing code for performance, and ensuring adherence to coding standards will also be key duties. Candidates for this ABAP Expert job in Islamabad should possess a Bachelor's or Master's degree in Computer Science, Software Engineering, or a related Information Technology discipline. A minimum of 3 years of demonstrable experience in SAP ABAP development, including proficiency in ABAP Objects, ABAP for HANA, Web Dynpro, and ideally SAP Fiori/UI5 integration, is essential. Strong analytical and problem-solving skills, along with the ability to work independently and collaboratively in a fast-paced environment, are highly desirable.Application Process
Interested and eligible individual consultants are cordially invited to submit their comprehensive proposals. The application process will strictly adhere to an Open Competitive Bidding, Single-Stage, Two-Envelope procedure, in full compliance with the PPRA Consultancy Services Regulations 2020 and the E-Pak (E-Procurement Rules, 2023). Detailed solicitation documents are readily available for download from both the EPADS Portal of PPRA and the FABS, CGA websites. Proposals, comprising both Technical and Financial components, must be submitted exclusively via the EPADS portal on or before June 12, 2025, by 11:00 A.M. While active EPADS registration is strongly preferred for bid submission, potential eligible consultants are encouraged to submit sealed proposals along with a Bid Securing Declaration Form in hard copy. These hard copy proposals will be accepted for evaluation by the Consultant Selection Committee, ensuring a fair, transparent, and equal opportunity procurement process for all bidders. Technical proposals will be publicly opened on the same day, June 12, 2025, at 11:30 A.M., in the presence of bidders/consultants at the Committee Room of the AGPR, AGPR Building, 2nd Floor, Sector G-8/4, Islamabad. Shortlisted candidates will be contacted for interviews or presentations, which may be conducted either in person or virtually before 04:30 PM (PST). The selection will be based on market-based, competitive lump-sum compensation packages, utilizing the Quality and Cost-Based Selection (QCBS) method.
