The Need for Advisory Services

The Capital Development Authority (CDA), Islamabad, intends to hire 'Advisory Services for newly established Islamabad Water (Water & Sewerage Utility)'. This new entity will be responsible for the planning, designing, operation & maintenance (O&M), repair & maintenance (R&M), and overall development of Islamabad's water supply, sewerage, and drainage systems. The initiative aims to enhance service delivery, ensure efficient resource management, and support the city's long-term infrastructure needs. These outcomes will help establish a modern, efficient, and sustainable water and sewerage system in Islamabad, enhancing service delivery and ensuring long-term urban resilience.

Scope of Advisory Services

The scope of advisory services shall include but not be limited to the following:

• Establishment of Institutional and Operational Framework.
• Organogram Finalization.
• Strategic Policy Development and Regulatory Compliance.
• Assistance in Development of a Master Plan.
• Financial Resource Mobilization & Investment Strategies.
• Modernization & Technological Integration (Implementation of SCADA systems, GIS-based mapping, IT solutions, paperless working, assets management and smart metering to enhance efficiency and monitoring).
• Capacity Building & Workforce Development.
• Performance Monitoring & Service Delivery Enhancement.
• Stakeholder Engagement & Institutional Collaboration.
• Financial Sustainability & Revenue Generation (Recommendations for tariff structures, monthly billing, revenue generation models, and cost recovery & outsourcing strategies to ensure Islamabad Water's financial viability and self-sufficiency).
• Assistance in establishment of Online Complaint Monitoring systems.
• Arranging Donor's Conference to explore financing opportunities.

Position Overview: Technical Advisor

Number of Positions: 01
Job Status: Contract/deliverable basis for 12 months
Salary Package: Rs. 800,000/- (lump sum per month)

Qualifications and Experience

Qualifications:

• B.Sc./B.E (16-years of education) in Mechanical/Civil Engineering from a reputable local or foreign University duly recognized by Higher Education Commission of Pakistan and Pakistan Engineering Council (PEC).
• Master's degree in Sanitary/Water Engineering or Management.
• Registered with PEC.

Age: Max 65 years
Relevant Experience: Minimum 30 years of professional experience with the Water & Sanitation utility out of which minimum 10 years shall be as leadership roles of managing Water & Sanitation utilities. Successfully completed project having cost of Rs. 1 billion and above.

Specialized Skills

• Excellent communications skills, problem solving skills, analytical skills, negotiation skills.
• Excellent knowledge of Project Management (Planning, Organizing, Budgeting, Execution etc.).
• Excellent knowledge of MS office, Primavera.
• A team leader committed to achieve the overall objectives.

• Incomplete and unattested documents will not be entertained.
• No TA/DA will be admissible for coming for the Test/interview. Only short-listed candidates will be called for test/interview.
• All above positions shall be purely on contract/deliverable basis (temporary) having no vested right for regular appointment in any case.
