Project Overview
The Government of Balochistan has launched a significant Agriculture Socio-Economic Agriculture Project under the umbrella of Balochistan Socio Economic Development Projects, specifically named the 'Green Balochistan Initiative.' This ambitious project aims to substantially uplift the Agricultural Sector of Balochistan by implementing various developmental interventions. To lead this crucial initiative, applications are invited from highly qualified and experienced candidates for the position of Project Director, offered on a contractual basis under the Public Sector Development Program.Qualifications and Experience
Candidates for the Project Director position must possess a Master's Degree (preferably Ph.D. in Agriculture) from a HEC recognized university. Alternatively, a BE/ME (Civil Engineering) or a higher degree from an HEC recognized university is also acceptable. Beyond academic qualifications, the role demands:- Excellent English comprehension, writing, and computer skills.
- Strong presentation and communication skills.
- A demonstrated ability to lead a team effectively.
- A minimum of 10 years' experience as an execution officer, with excellent command in conceptualizing, developing, and executing projects.
- A strong grip over Planning Commission Project Management tools, skills, and procedures.
- Proficiency in BPPRP (Balochistan Public Procurement Regulatory Authority) rules and Contract Management.
- Sufficient working experience within Balochistan province.
- Mandatory experience working on Strategic/Socio-Economic Projects.
Key Duties and Responsibilities
The Project Director will assume comprehensive responsibility for the project, including:- Full responsibility for the consulting design and supervising a team and performance of services under the consultancy contract.
- Providing guidance to the team in design, planning, specifications, and supervision.
- Assuring climate change and safeguards inclusivity in design and planning.
- Responsibility for prioritization of sub-projects using guidelines in the project documents.
- Assuring meeting the deadlines for various deliverables.
- Keeping the Employer informed of technical issues and progress of all works through informal meetings and correspondence, and assisting in any project issue which the Employer may require.
- Assisting the Employer in preparing responses to audit objections and queries of the financiers or other Government Authorities.
- Coordinating with all concerned Employer's organizations on project issues.
- Ensuring maintenance of record and financial books/Audits.
- Ensuring submission of project closure (PC-IV) to the department concerned.
- Performing any other agreed task between the consultancy firm and client.
- Frequent travel to the Project sites to ensure timely Project Execution.
