About the Project
The Government of Balochistan has initiated an ambitious Agriculture Socio Economic Agriculture Project, operating under the comprehensive Umbrella of Balochistan Socio Economic Development Projects. This specific initiative, known as the 'Green Balochistan Initiative', is strategically designed to uplift and enhance the Agricultural Sector across Balochistan. The Project Director position, which is the focus of this advertisement, will be filled on a contractual basis, serving as a key leadership role within this vital Public Sector Development Program.Qualifications Required
To be considered for this Project Director role, applicants must possess a strong academic background and relevant professional competencies. The primary educational requirement is a Master's Degree, with a distinct preference for candidates holding a Ph.D. in Agriculture from a university recognized by the Higher Education Commission (HEC). Alternatively, individuals with a BE/ME (Civil Engineering) degree or a higher qualification from an HEC recognized university are also eligible. Beyond academic achievements, candidates must demonstrate excellent English comprehension, writing, and computer skills. Strong presentation and communication abilities are paramount, alongside a proven capacity to lead and manage teams effectively.Age and Experience Requirements
Applicants for the Project Director position must not exceed 62 years of age on the official closure date of the application period. Experience is a crucial factor for this senior role, requiring a minimum of 10 years as an execution officer. This experience must specifically include an excellent command in conceptualizing, developing, and successfully executing projects. Furthermore, candidates should have a strong grip over Planning Commission Project Management tools, skills, and procedures, and be well-versed with BPPRA rules and Contract Management. Sufficient working experience within the Balochistan province is a mandatory prerequisite, indicating a deep understanding of local context. Lastly, candidates must possess experience working on Strategic/Socio Economic Projects.Key Duties and Responsibilities
The Project Director will hold significant responsibilities, including assuming full accountability for the consulting design, supervising the project team, and ensuring the performance of services under the consultancy contract. This role involves providing expert guidance to the team in all aspects of design, planning, specifications, and supervision. A critical aspect of the role is to assure climate change resilience and safeguards inclusivity in all design and planning processes. The Director will be responsible for the prioritization of sub-projects, adhering strictly to guidelines outlined in the project documents, and ensuring all deadlines for various deliverables are met. Maintaining open communication with the Employer is essential, requiring the Project Director to keep them informed of technical issues and project progress through both informal and formal meetings and correspondence. Providing assistance on any project issue that the Employer may require is also expected. The Director will assist the Employer in preparing responses to audit objections and queries from financiers or other Government Authorities. Coordination with all concerned Employer's organizations on project-related issues, ensuring proper maintenance of records and financial books/Audits, and overseeing the submission of project closure (PC-IV) to the relevant department are also key duties. Additionally, the Project Director will undertake any other agreed tasks between the consultancy firm and the client, and frequent travel to Project sites will be necessary to ensure timely project execution.Application Process
