Role Overview

Trans Karachi seeks an experienced Procurement and Contract Manager for the Karachi BRT Red Line Project. This key role involves managing all procurement and contract administration activities, ensuring compliance with national and international standards, and securing best value for the project. The manager will handle complex procurements and oversee contract lifecycles.

Key Responsibilities

The Procurement and Contract Manager will be responsible for:

• Leading and managing all procurement processes for goods, works, and services.
• Developing and implementing procurement strategies and plans.
• Preparing bidding documents, RFPs, and contracts.
• Managing contract negotiations, administration, and dispute resolution.
• Ensuring compliance with public procurement rules (e.g., PAPRA, SAPRA) and donor agency guidelines (e.g., ADB, World Bank).
• Maintaining procurement records and reporting.
• Providing expert advice on procurement and contract matters.

Qualifications and Experience

Applicants must meet the following criteria:

• Qualification: Master's degree from a reputable local or international institution in a relevant field (e.g., Procurement, Business Administration, Economics, or related disciplines). Project Management certification (such as CIPS/MRICS) will be preferred.
• Experience: A minimum of 10 years of relevant experience in procurement and contract management, including at least 03 years at a senior management level. Experience with procurement policies and procedures of multilateral donors like ADB, World Bank is required. Experience in public sector procurement (e.g., PAPRA and SAPRA) is essential. Procurement certification will be an advantage.
