Fertilizer Industry Specialist and Team Leader

Role Overview

National Fertilizer Marketing Limited (NFML), a subsidiary of NFC working under the administrative control of the Ministry of Industries & Production, The Government of Pakistan, invites Expressions of Interest for a Fertilizer Industry Specialist and Team Leader. This individual consultant will lead a team of three persons (on an intermittent, person-months basis) to draft a new national fertilizer policy. This policy aims to address gaps in current regulations, provide fair incentives to investors, ensure fertilizer availability at fair prices, and meet crop requirements timely, with a medium (2030) and long-term (2035) perspective. The new policy will be drafted over four months after mobilization of the consultant.

Key Responsibilities

The primary responsibility will be to lead the consultancy team and provide expert insights into the fertilizer industry. This includes analyzing current policies, identifying gaps, and proposing comprehensive solutions for a new, robust national fertilizer policy. The role requires significant expertise in fertilizer production, market dynamics, policy formulation, and leadership to guide the team effectively through the project lifecycle.

Qualifications and Experience

The specialist should possess a degree in engineering, agricultural science, economics, and/or business. A minimum of 20 years of fertilizer industry experience is required. Preference will be given to candidates with experience in multiple countries, demonstrating a broad understanding of global best practices and challenges in the sector.
