Position Overview
The Chief Human Resource and Admin Officer (CHRAO) is a pivotal C-level executive position at Sukkur Electric Power Company Limited (SEPCO), a public sector power distribution company serving over 0.8 million consumers across 10 districts of Northern Sindh. This role demands a highly experienced and strategic HR professional to lead all human resource and administrative functions, ensuring optimal talent management, employee relations, and efficient administrative processes. The CHRAO will be central in cultivating a productive and compliant work environment aligned with SEPCO's organizational goals.Key Responsibilities
The successful candidate will be responsible for strategically leading the Human Resources and Administration department, ensuring its objectives are aligned with SEPCO's organizational goals and driving innovation. This involves developing and implementing sound HR and administrative policies, ensuring compliance with labor laws, and robust risk management. The CHRAO will be tasked with building strong employee relationships, providing clear and actionable communication and reports. They must identify and mitigate HR-related risks while making sound decisions under pressure, foster a high-performance culture by leading, mentoring, and effectively managing HR and administrative teams, and demonstrate comprehensive expertise in HR and administration, adapting to industry trends and challenges.Eligibility Criteria
- A person holding a Master's Qualification (16 years' education) in Human Resource or equivalent from a University / Institute recognized by the Higher Education Commission (HEC) with at least fifteen (15) years of relevant experience.
- Certifications in HR from institutions of high repute will be an added advantage.
Age, Tenure, and Remuneration
The upper age limit for this position is 55 years on the closing date of the advertisement, with no age relaxation. The appointment will be made on a contract basis, initially for a period of two years, which will be extendable annually based on performance evaluated by the Board of Directors SEPCO. The selected candidate will be offered market-based competitive compensation and benefits in accordance with SEPCO (Contract Appointment on C-Level Positions) Regulations, 2024, and other relevant policies.Application Process

Additionally, a declaration on non-judicial stamp paper (available on the SEPCO website), duly attested by the Oath Commissioner, must be attached, affirming eligibility and compliance with the Fit and Proper Criteria as laid down in the State-Owned Enterprises (Governance and Operations) Act, 2023, SOEs Policy-2023, and SOEs (C-Level Appointments) Guidelines, 2024.
