The Government of Sindh, through the Universities & Boards Department, is seeking applications from accomplished academicians or eminent individuals possessing leadership qualities, integrity, and administrative capabilities for the position of Vice-Chancellor at Shaheed Zulfiqar Ali Bhutto University of Law (SZABUL), Karachi. This is a prestigious opportunity to lead a specialized law university.

Eligibility Criteria

Candidates must meet the eligibility criteria as prescribed under Section 11 of the Shaheed Zulfiqar Ali Bhutto University of Law, Karachi (Amendment) Act, 2022. The key requirements include one of the following:

• Option (i): PhD in a relevant field from an HEC-recognized university with 20 years of experience in teaching/research in an HEC-recognized University/Post-Graduate Institution or professional experience in a relevant field in a National or International Organization, including experience as a Professor. OR Experience in a leadership position (e.g., Vice-Chancellor, Pro-Vice-Chancellor, Rector, Pro-Rector, Dean, Principal, Registrar) in a BPS-17 or equivalent or above role in a public/private sector university/DAI or government department/reputable organization/international body.
• Option (ii): LLM degree from an HEC-recognized university AND experience as a Judge of the Supreme Court/High Court/District & Sessions Judge OR Law Secretary/Judicial Member of a Tribunal (Service/Banking/Tax etc.).
• Option (iii): Master's degree from an HEC-recognized university in a relevant field and being an officer in BPS-21 (or equivalent) with at least 10 years of administrative and financial experience.
• Option (iv): Preferably a PhD holder in the relevant field with intellectual / academic distinction, administrative acumen, leadership qualities, and 15 years of experience in teaching/research/management/leadership in a reputable academic institution/civil society organization/research organization, with a proven track record and HEC-recognized publications (at least 10).

Age Limit: The maximum age limit for applicants is 62 years on the closing date for submission of applications. However, this limit is extended to 63 years for retired High Court Judges and 67 years for retired Supreme Court Judges.

The ideal candidate should possess:

• Vision for promoting quality education.
• Expertise in promoting research and development.
• Experience in developing linkages between industry/academia and national/international organizations.
• Capability for sustainable business model planning.
• Skills in policy-making and applying research for industrial and community benefit.
• Experience in curriculum diversification analysis and experimentation.
• Strong leadership, communication (written & oral), presentation, negotiation, financial management, and team-building skills.

Terms of Appointment

The Vice-Chancellor shall be appointed by the Chancellor for a term of four (4) years and shall be eligible for reappointment for one additional term of four years on the basis of performance evaluation and mutual consent, as per the provisions of the Act.
