Job Overview

The Ministry of Energy (Power Division), Program Implementation Unit (PIU), is seeking applications for the position of Procurement & Contract Specialist under the Electricity Distribution Efficiency Improvement Project (EDEIP). This is an individual consultancy role to manage and oversee all procurement and contract management functions under EDEIP Component-IV. The engagement will be on a purely contractual basis.

Qualification Requirements

Candidates must possess a Master's degree in Business Administration, Supply Chain Management, Finance, Management Sciences, Engineering, or a related discipline from an HEC-recognized University or Foreign institution. Additional weightage will be given to candidates with procurement-related qualifications, certifications, diplomas, or professional training. Proficiency in MS Office applications and fluency in English and Urdu, both written and spoken, are also required.

Experience & Skills

Applicants must have a minimum of 10 years of professional experience in procurement management of goods, works non-consulting and consulting services using international, national, or sub-national rules and regulations. Prior experience in the power sector, hands-on experience with procurement software, and strong knowledge of public procurement regulatory, audit, and assurance procedures are essential.
