Project Overview

Sui Southern Gas Company Limited (SSGC), a leading integrated gas company in Pakistan, invites proposals from experienced HR Consultancy and Head-Hunting firms. The selected firm will be tasked with managing the complete recruitment process for the position of Managing Director / Chief Executive Officer (MD/CEO). The objective is to identify and attract top-quality, seasoned professionals who can lead the organization and serve as a role model, adhering to all relevant corporate governance frameworks and legal requirements.

Scope of Work

The responsibilities of the selected firm will include, but are not limited to, the following:

• Designing and publishing advertisements in leading newspapers and on social media platforms (e.g., LinkedIn).
• Head-hunting top-quality and seasoned professionals.
• Processing all applications received for the MD/CEO position.
• Screening and shortlisting relevant profiles based on the defined criteria.
• Developing a detailed ranked matrix for the SSGC Board Nomination Committee / BOD review.
• Arranging and coordinating interviews of potential candidates with the Board Nominations Committee and the Board.

Mandatory Shortlisting Criteria for Firms

To be considered for shortlisting, interested firms must meet the following mandatory criteria:

• Experience: Must have a proven track record of at least three (03) successful placements/hirings of Managing Directors / Chief Executive Officers for leading Public Sector Companies, Large Corporate Sectors, Multinationals, or NGOs within the last seven (07) years.
• Tax Registration: Must be registered with all applicable tax authorities, including NTN, GST, SST, and Professional Tax.
• Litigation Declaration: A declaration of non-involvement in litigation or arbitration must be provided on Rs. 100/- non-judicial stamp paper.
• Hard copies of supporting documents are required as evidence.

Expression of Interest (EOI) Submission Process

Firms interested in this opportunity must adhere to the following submission guidelines:

1. Interested firms must first be registered on the PPRA EPADS system. Registration can be done at https://eprocure.gov.pk/supplierregistration.
2. The EOI document can be downloaded from the EPADS system (https://eprocure.gov.pk/auth/login) until July 13, 2025.
3. The EOI Proposal must be duly filled, signed, and stamped, and submitted on EPADS only, no later than 11:00 AM on July 14, 2025.
4. The proposals will be opened on the same day at 11:30 AM at the 2nd Floor Conference Room, Procurement Department, SSGC Head Office, Karachi.
5. Only shortlisted firms will be invited to submit a detailed Request for Proposal (RFP). The final selection will be based on the 'Quality Based Selection' method as per procurement regulations.
