Project and Role Overview
The School Education Department, Government of the Punjab, is implementing the 'Getting Results: Access and Delivery of Quality Education Services' (GRADES) project (Project ID: P176594) with World Bank assistance. This project aims to enhance educational outcomes in Punjab. We are seeking a highly qualified Head of Finance to manage all financial aspects of this significant project, ensuring transparency, accountability, and compliance.Key Responsibilities
- Lead and manage all financial operations of the GRADES project, including budgeting, accounting, financial reporting, and auditing.
- Ensure compliance with Government of Punjab and World Bank financial management guidelines and procedures.
- Develop and maintain robust financial control systems and processes.
- Prepare timely and accurate financial reports for project management, government authorities, and the World Bank.
- Manage project funds, disbursements, and ensure efficient cash flow management.
- Provide financial advice and support to the project team and stakeholders.
- Liaise with auditors and facilitate internal and external audits.
Qualifications
- Any professional Qualification in the field of Finance and Accountancy including but not limited to CA / ACCA / CIMA / ICMA or any other equivalent professional qualification.
Experience
- At least ten (10) years of verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector national/international organizations.
- Professional Experience of same position in education sector and/or experience working in Foreign-Aided Development Projects in a similar role would be given due preference.
- Excellent knowledge of the World Bank and government procedure of financial management.
- Proven ability to work in a collaborative, team environment.
- Familiarity with government structures, operations, and procedure.
