Request for Expressions of Interest (REOI)

The Project Management Unit (PMU), Board of Revenue (BOR), Government of the Punjab, is implementing the Punjab Urban Land Systems Enhancement (PULSE) Project (IDA Credit No. 7041-PK) with financing from the World Bank. The PMU intends to hire the services of an experienced Individual Consultant for the position of Contract Manager.

Role Overview

The Contract Manager will provide consultancy services related to contract management and administration within the PULSE project. This involves ensuring compliance with procurement regulations and managing contracts for goods, works, non-consulting, and consulting services.

Qualification & Experience

• Qualification: At least a Bachelor Honors degree or equivalent (sixteen years of education) in Economics / Business Administration / Supply Chain Management / LLB / Engineering / Management or a related field from a foreign or national university, duly recognized by the Higher Education Commission (HEC).
• Experience: At least five (05) years of documentary verifiable experience, after acquiring the stipulated qualification, in Public/ Multilateral Development Bank (MDB) Procurement or Contract Management and Administration related to the contracts for Goods, Works, Non-Consulting and Consulting Services.

Selection Process and Terms of Reference

The selection will be made in accordance with Section VII, paragraph 7.36 on Open Competitive Selection of Individual Consultants of the World Bank Procurement Regulations for IPF Borrowers, dated November 2020. Attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 regarding the World Bank's policy on conflict of interest.
