Project Overview
The Federal Board of Revenue (FBR), Government of Pakistan, has received financing from the World Bank for the Pakistan Raises Revenue Program (PRRP). A portion of these funds is allocated for procuring high-level consulting services. The objective is to engage a qualified consulting firm for the design and establishment of a state-of-the-art Remote Image Analysis Centre (RIAC) to process data from non-intrusive inspection equipment at various entry points.Scope of Services
The selected consultant will be responsible for the complete physical and operational design of the RIAC. This includes creating a system capable of receiving and analyzing images from seaports, airports, border crossing points, and other locations. The consultant must also establish protocols for sharing findings with Custom authorities, ensuring full compliance with the Terms of Reference (TOR) attached to this Request for Expressions of Interest (REOI).Shortlisting Criteria for Consulting Firms
Interested consultants must provide information demonstrating their qualifications and relevant experience. The shortlisting criteria include:- Core Business and Experience: At least ten (10) years of post-registration advisory/consulting experience with specialized skills in designing RIAC for Customs departments in other countries.
- Relevant Experience: Proven experience in remote access and collaborative analysis workflows, non-intrusive inspection technologies, and management of similar projects in terms of scale and complexity.
- Technical and Managerial Capability: The firm must confirm they have the right managerial and technical staff, including subject matter experts, to successfully perform the services.
- Conflict of Interest: Firms must adhere to the World Bank’s policy on conflict of interest as detailed in the Procurement Regulations.
