Chief Financial Management Specialist

Project Overview

The Government of Sindh has received financing from the Asian Development Bank (ADB) for the Sindh Secondary Education Improvement Project (SSEIP) (Loan No. 3845-PAK & 4409-PAK (COL)). The Project Implementation Unit (PIU) under the School Education and Literacy Department intends to apply part of the proceeds for individual consultant services.

Position Summary (CS02 (a))

The PIU-SSEIP invites Expressions of Interest (EOI) for the position of Chief Financial Management Specialist. This is a national consultant role requiring 24 person-months on a full-time basis, based in Karachi. The specialist will lead the financial management aspects of the project, ensuring compliance with ADB and government regulations.

Qualifications and Experience

• Internationally recognized professional accounting qualification (e.g., Chartered Accountant) or Finance Management degree/equivalent Master's degree. Advanced degree in finance management preferred.
• Minimum 10 years of demonstrable experience in financial management, particularly in project financial management, monitoring systems, and especially with programs funded by ADB or other Multilateral Development Banks (MDBs).
• Excellent analytical and English report writing skills are essential.
• Overall general experience of 10 years.
