Job Overview

The Ministry of National Health Services, Regulations & Coordination (NHSR&C) invites applications for the role of Chief Finance Officer (CFO) for the PSDP funded project 'Jinnah Medical Complex & Research Center (JMC&RC) Company'. This contract position is based in Islamabad for an initial period of 3 years or until project completion. The CFO will lead the financial strategy and operations of the project.

Educational Qualification & Experience

Education: Fellow Chartered Accountant (FCA) or ACCA equivalent qualification / Master's degree in finance, accounting, or a related field.
Experience: Minimum of 12 years of experience in finance (15 years for non-CA candidates), with at least 5 years in a managerial/leadership role overseeing the financial operations of large-scale construction projects or healthcare facility development will be given preference. Extensive experience in budgeting, financial reporting, cost control, and cash flow management for large infrastructure projects is desirable. Demonstrated experience in managing financial risks and ensuring compliance with relevant financial regulations. Strong understanding of project finance, including debt and equity financing, capital raising, and investment structuring. Previous experience in healthcare-related construction projects is highly preferred.

Skills Required

Strong leadership and team management skills.
Excellent analytical, financial modelling, and forecasting skills.
In-depth knowledge of financial regulations, accounting standards, and best practices in construction project finance.
Proficiency in financial management software (e.g., SAP, Oracle, QuickBooks) and Microsoft Excel.
Strong communication skills, with the ability to present complex financial information clearly to non-financial stakeholders.
High attention to detail with the ability to manage multiple financial aspects of the construction project simultaneously.
Ability to manage multiple priorities and deliver complex projects on schedule and within budget.

Certifications (Preferred)

Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA).
Project Management Professional (PMP) certification is a plus.
LEED or other relevant sustainability certifications (if applicable).

Age Limits

40 to 55 years.

Terms and Conditions

An attractive market-based salary package will be offered, plus annual incentives like performance bonuses. The contract is initially for 3 years, potentially extendable. Based in Islamabad, involves flexible hours and potential travel.
