Job Summary
The Ministry of National Health Services, Regulations & Coordination is seeking a highly qualified Chief Finance Officer (CFO) for the 'Jinnah Medical Complex & Research Center (JMC&RC) Company' project in Islamabad. This is a senior management position offered on a contract basis for an initial term of 3 years, with potential for extension. The CFO will lead the financial strategy and operations of this major healthcare project.Educational Qualification
Candidates must be a Fellow Chartered Accountant (FCA) or possess an ACCA/equivalent qualification, or hold a master's degree in finance, accounting, or a related field from a recognized institution.Experience Required
Minimum 12 years of experience in finance (15 years for candidates other than CA).At least 5 years of experience must be in a managerial/leadership role overseeing the financial operations of large-scale construction projects or healthcare facility development (preference given).
Extensive experience in budgeting, financial reporting, cost control, and cash flow management for large infrastructure projects is desirable.
Demonstrated experience in managing financial risks and ensuring compliance with relevant financial regulations.
Strong understanding of project finance, including debt and equity financing, capital raising, and investment structuring.
Previous experience in healthcare-related construction projects is highly preferred.
Skills
Leadership: Strong leadership and team management skills with the ability to lead and direct finance teams.Analytical Skills: Excellent analytical, financial modelling, and forecasting skills.
Technical Knowledge: In-depth knowledge of financial regulations, accounting standards, and best practices in construction project finance.
Software Proficiency: Proficiency in financial management software (e.g., SAP, Oracle, QuickBooks) and Microsoft Excel.
Communication: Strong communication skills, with the ability to present complex financial information clearly to non-financial stakeholders.
Attention to Detail: High attention to detail with the ability to manage multiple financial aspects of the construction project simultaneously.
Management: Ability to manage multiple priorities and deliver complex projects on schedule and within budget.
Certifications (Preferred)
- Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA).
- Project Management Professional (PMP) certification is a plus.
- LEED or other relevant sustainability certifications (if applicable).
Age Limit
