Organization Overview

Evacuee Trust Property Board (ETPB) is a statutory body working under the administrative control of the Ministry of Religious Affairs & Interfaith Harmony, Government of Pakistan. It functions under the ETPB's Act, 1975, for the management and disposal of evacuee trust properties attached to charitable, religious, or educational trusts or institutions, forming the 'Trust Pool'. The Board is headed by a Chairman appointed by the Federal Government, serving as the administrative and executive head.

Role Objective

In line with the government's reform agenda, the Ministry aims to transform ETPB into a dynamic Asset Management Entity. The Ministry intends to appoint a Chairman on a contract basis to lead this transformation, meet the demands of the ETPB's mandate, and efficiently manage ET properties.

Job Description

The Chairman will:

• Act and perform as Head of the Board, running administrative, financial, legal, and technical functions as defined in ETPB's Act, 1975.
• Assist the Federal Government in planning, execution, operating, and maintenance of ETPB Lands, Properties, Mandirs, and Gurdwaras.
• Deal with national agencies, departments, regulatory, and judicial authorities for effective coordination.
• Prepare strategic business plans, rationalize organizational structure, and establish mechanisms for streamlining processes for timely project completion.
• Hold the court under relevant sections of the ETPB's Act, 1975, for declaration/validation of property and exercise quasi-judicial powers.
• Institute and defend suits and legal proceedings, ensuring ETP Board's interests are safeguarded.

Qualification & Experience

a. Holds a Master's Degree or equivalent (minimum sixteen years of education) in Business Administration, Law, Public Administration, Finance, Economics, Engineering, or Social Sciences from Universities/institutions recognized by the Higher Education Commission.
b. Minimum twenty (20) years of professional experience in a large-scale Public Sector or Corporate Sector Organizations. Out of this, three (03) years' experience should preferably be at senior management positions such as MD/CEO/Chairman. For Govt. servants, experience against MD/CEO/Chairman positions will be considered in BS-20 & above only.
c. Preference will be given to candidates with extensive professional experience in fields most relevant to the functions and job description.

Eligibility Criteria & Remuneration

• Must be a citizen of Pakistan, not declared defaulter/insolvent, and not convicted for offences involving moral turpitude.
• Must possess an impeccable reputation, financial integrity, judicious devotion, and moral propriety.
• The candidate should not be less than 42 years and more than 62 years of age on the closing date.
• The initial contract will be for three (03) years, extendable by two (02) years upon recommendation of the Performance Evaluation Committee.
• Pay, allowances, and privileges will be admissible as per Government servants in BS-21 on contract or equivalent to minimum of MP-I scale, subject to Federal Government approval.
