Request for Proposal (RFP)

Postal Life Insurance Company Limited (PLICL), a company registered under the Insurance Ordinance 2000, is inviting sealed bids from reputable and experienced tax consultancy firms. The purpose of this RFP (File No. TE No.Proc.1-9/2024) is to hire tax consultants for providing services on a retainership basis, as well as additional services on an as-needed basis. This is a prime opportunity for consultancy firms to engage with a prominent public sector entity.

Eligibility Criteria for Bidders

Interested firms or bidders who wish to participate in this process must meet the following mandatory criteria:

• Must be registered with the Sale Tax and Income Tax departments.
• Must possess a valid National Tax Number (NTN).
• Must be on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) website.
• Must have a presence and operational setup in the major cities of Pakistan.

Bidding and Submission Process

The bidding process will be conducted in accordance with the Public Procurement Regulatory Authority (PPRA) Rules, 2004. Interested firms must adhere to the following procedure:

1. Bidding Documents: The complete bidding documents, which include the scope of work, technical and financial qualification criteria, and other essential information, have been uploaded to the official PLICL website. Bidders must download these documents from www.plic.com.pk.

2. Submission of Bids: Properly sealed bids or quotations, prepared as per the instructions in the bidding documents, must be submitted to the address provided below.

3. Deadline: All bids must reach the designated office by 23rd June 2025 at 15:00 hours (3:00 PM).

4. Bid Opening: The submitted bids will be opened on the same day, 23rd June 2025, at 15:30 hours (3:30 PM). The bid opening will take place in the presence of the bidders or their authorized representatives who choose to attend.

Important Information

PLICL reserves the right to accept or reject any or all bids, as well as to reduce or enhance the service requirements, in accordance with PPRA Rules. All decisions made by PLICL in this regard will be final.
