Project and Role Overview

The Project Implementation Unit (PIU) for the Punjab Urban Land Systems Enhancement (PULSE) Project, under the Punjab Land Records Authority (PLRA), invites Expressions of Interest (REOI) from qualified individual consultants. This project is financed by the World Bank (IDA Credit No. 7041-PK). The selected Sr. Specialist Software Engineer will provide high-level consultancy services, contributing to the development and enhancement of urban land systems in Punjab. This is a critical role requiring deep technical expertise and extensive experience.

Required Qualifications and Experience

Candidates must possess the following qualifications and experience to be considered for this consultancy:

• Education: Minimum 16 years of education in Computer Science / IT or an equivalent qualification from an HEC-recognized University/Institute.
• Experience: At least twelve (12) years of post-qualification experience in the design and management of spatial database management systems and spatial feature representations.
• Technical Proficiency: Strong command of modern programming languages and frameworks, including .Net Core, MVC, Python, JS, React/Angular, Node, C#, MS SQL Server, jQuery, etc.
• AI Integration: Proven capability to integrate Geo-AI models into products using frameworks such as TensorFlow, PyTorch, or OpenAI APIs.
• Security: Ability to implement and follow security best practices and data privacy standards.

The selection process will be conducted in accordance with the Open Competitive Selection of Individual Consultants of World Bank Procurement Regulations for IPF Borrowers. The attention of interested consultants is drawn to the World Bank's policy on conflict of interest.
