Description of Work
Panel Advocates shall provide legal opinions, endorsements and recommendations on matters relating to service law, employment matters, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, constitutional and administrative law issues concerning FBR and its employees. They will appear before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora on the directions of the department. Panel Advocates will also prepare para-wise comments, replies, appeals, petitions, applications and other pleadings for submission before competent fora, conduct and monitor litigation on behalf of FBR, convey court/tribunal directions, short orders, orders, judgments etc. to the department promptly, submit reports on case progress, and assist the department in formulation of litigation strategy and legal risk assessment.Terms and Conditions
Candidates shall apply for one station only; applications for multiple stations shall not be considered. Candidates shall apply for the station of their residence/domicile/station of practice. Interview/call letters to eligible short-listed candidates shall be issued in accordance with FBR's policy regarding engagement of advocates. Incomplete applications and applications received after the due date shall not be entertained. Original documents shall be produced at the time of interview. No TA/DA shall be admissible for interview. The Competent Authority reserves the right to increase/decrease the number of Panel Advocates or cancel the hiring process at any stage. Remuneration shall be paid on a case-to-case basis in accordance with FBR's approved professional fee structure.Required Qualification and Eligibility
- Bachelor's or Master's Degree in Law.
- In case the degree has been obtained from a foreign university, an equivalence certificate issued by HEC shall be submitted.
- Enrolled with the Bar Council as an Advocate High Court/Supreme Court.
- At least three (03) years' practice/experience as an Advocate High Court/Supreme Court in service law, constitutional law, administrative law or related litigation.
- Preference shall be given to advocates having experience of appearing before the Federal Service Tribunal, High Courts and Supreme Court of Pakistan, Federal Constitutional Court, in service matters.
- Advocates who are already on FBR Panel of Advocates for tax matters are also required to submit fresh applications for Service Law Panel.
- Possess good reputation, integrity and professional competence.
- Excellent written and oral communication and presentation skills in English and Urdu.
