Legal Consultant Services

Introduction

The Intellectual Property Organization of Pakistan (IPO-Pakistan), under the Government of Pakistan, Commerce Division, invites proposals from reputable legal consultancy firms. The objective is to procure specialized legal services concerning Genetic Resources and Associated Traditional Knowledge (GRATK), World Intellectual Property Organization (WIPO) Treaties in General, and Memorandum of Understanding (MOUs) with various National and International Organizations, Government Bodies, and Industry Stakeholders. IPO-Pakistan intends to hire the services of a Legal Consultant firm on a contract basis.

Required Qualifications & Experience

The applying legal consultancy firm must meet the following criteria:

• The designated Team leader must possess an LLM (Master of Laws) in Intellectual Property Laws from a renowned international university.
• The firm must have a minimum of five (5) years of demonstrable experience in Intellectual Property Laws, Traditional Knowledge, and Cultural Heritage Laws.
• The firm must demonstrate the ability to provide comprehensive legal services and solutions, ensuring prompt and complete handling of legal matters pertaining to all IP international treaties, especially the IP Treaty of Genetic Resources and Associated Traditional Knowledge.
• The firm must be registered with relevant regulatory bodies in Pakistan and comply with all national legal requirements.

Appointment Terms

The appointment for the Legal Consultant Services will be purely on a contract basis for an initial period of six (6) months.

Application Submission Process

Submission Deadline: All proposals must be submitted in sealed envelopes on or before 11:00 am within 15 days of the advertisement's publication date.
Procedure: The procurement follows a 'Single Stage Two Envelop' procedure as per PPRA Rules.
Envelope Labeling: The envelope must be prominently labeled with 'PROPOSAL FOR LEGAL CONSULTANT SERVICES' written in a clear and legible manner.

Bid Opening: Bids will be opened on the 15th day after the advertisement date at 11:30 am in the presence of bidders or their representatives at the address mentioned above. Bids received after the specified time will not be accepted.

Important Notes

• Selection will be made on the basis of merit. Only eligible and shortlisted firms will be provisionally called for an interview.
• No TA/DA will be provided for appearing in the interview.
• IPO-Pakistan reserves the right to cancel the hiring process at any stage as per applicable rules.
• Concealment of facts or any direct/indirect pressure exerted for hiring purposes will lead to disqualification at any stage of the recruitment process.
