About Pakistan Software Export Board (PSEB)

Pakistan Software Export Board (Guarantee) Limited (PSEB) is a Public Sector Company operating under the administrative control of the Ministry of Information Technology & Telecommunication, Government of Pakistan. PSEB's primary functions are to act as a one-stop entity on behalf of the Government of Pakistan concerning the development and export of IT/ITeS (Information Technology enabled Services) exports from Pakistan. The board undertakes all necessary actions to promote the growth of IT development and increase exports in this sector.

Role and Responsibilities

PSEB is looking to hire the services of highly credible, competent, professional, and experienced Legal Advisors (which may be an individual or a firm). The selected Legal Advisor(s) will be responsible for providing comprehensive legal services, effectively performing and discharging functions and duties as per the prevailing law and the Company's rules and regulations. This includes advising on various legal matters pertinent to PSEB's operations and objectives. The reference for this proposal is A (01)/PSEB/2025-15.

Selection Methodology

The Company will employ a 'Quality and Cost Based Selection Method' under the 'Single Stage Two Envelope Methods' for the selection of the legal advisor. Detailed evaluation/selection criteria, scope of work, and Terms of Reference (TORs) are available electronically and can be downloaded from EPADS-PPRA at https://eprocure.gov.pk and https://tinyurl.com/y6jbktuk.

Application and Submission Guidelines

Bid Submission Process:
Bids must be submitted electronically ONLY through EPADS (https://eprocure.gov.pk).
For registration, training on EPADS, or in case of any technical difficulty in using EPADS, prospective bidders may contact the PPRA Team, Director MIS, Room No. 109, 1st Floor, FBC building, Sector G-5/2, Islamabad. Contact Number: 051-111-137-237.

Bid Preparation and Documents:
Bids should be prepared in accordance with the instructions in the bidding documents. This includes submitting a bid security instrument (Copy) and Proof of Eligibility documents as specified in the bid documents, in favor of the undersigned, through EPADS.

Submission Deadline:
All bids must be submitted through EPADS by June 23rd, 2025 at 03:00 pm.

Technical Bid Opening:
Technical bids will be opened on the same day, June 23rd, 2025 at 03:30 pm, at the address mentioned below (Manager Administration), in the presence of vendors/bidders or their authorized representatives who wish to attend.

Financial Bid Opening:
Financial bids will be opened only for those bidders who qualify in the technical proposals evaluation. The date and time for the opening of financial bids will be notified separately after the completion of the technical evaluation.

Original Bid Security:
Important Note: The Original Bid Security instrument MUST BE submitted to the undersigned (Manager Administration, address below) before the closing hours of the bid submission time. Only those bids will be entertained that are applied through EPADS.

Bidders are responsible for ensuring their submission is complete and adheres strictly to the given date and time. Late submissions will not be considered.
