Detailed Qualification and Experience Requirements

For this esteemed Director Planning and Development position, candidates must possess either a First-class B.E (Civil) or an MBA in a relevant field such as Planning, Management, or Finance. This qualification must be awarded after 16 years of education from an HEC-recognized University/Institution, with no 3rd division in the academic career.

The experience requirements vary based on the BPS level:
  • For BPS-20 consideration: At least 17 years of experience in a post BPS-17 or equivalent role within a relevant field at a University, Higher Degree Awarding Institute, Government, Semi-government, or Autonomous body.
  • For BPS-19 consideration: At least 10 years of experience in a post BPS-17 or equivalent role within a relevant field at a University, Higher Degree Awarding Institute, Government, Semi-government, or Autonomous body, preferably in the public sector.
Additionally, candidates should be proficient in planning methodologies, project management lifecycle, financial management principles, audit-related matters, civil engineering works, SPPRA rules & regulations for procurement, tendering procedures, evaluation reports, execution oversight, monitoring, and preparation of PC-I.

Key Responsibilities of the Role

The successful Director Planning and Development will undertake a wide range of responsibilities vital for the university's progress. These include:
  • Developing and implementing comprehensive strategic plans tailored for the university's long-term development.
  • Overseeing the meticulous preparation of development projects, schemes, and detailed proposals.
  • Actively securing necessary funding for various projects from relevant authorities and funding bodies.
  • Efficiently managing the university's annual work plans and optimizing cash flow management.
  • Continuously monitoring and evaluating the progress of all ongoing development projects to ensure timely completion and adherence to standards.
  • Liaising effectively with government bodies, including the Higher Education Commission (HEC), to obtain necessary approvals and support.
  • Fostering robust collaborations with other universities and organizations to enhance institutional capacity and reach.
  • Compiling the Public Sector Development Program (PSDP) and the Annual Development Program (ADP).
  • Thoroughly appraising all development proposals and schemes for viability and strategic alignment.
  • Preparing and submitting detailed progress reports to the university administration, ensuring transparency and accountability.
